In May of 1962 the Chairman of the Joint Chiefs of Staff L.L. Lemnitzer wrote a memo for the Secretary of Defense Robert McNamara. The title of the memo: Justification for U.S. Military Intervention in Cuba.

Some of the suggestions in the memo were quite alarming including starting riots, burning aircraft on the air base, blowing up ships in Guantanamo Bay, all while pointing the finger at Cuba. Ultimately the plans were rejected by President Kennedy and L.L. Lemnitzer was out of a job a few months later. The memo was highlighted in James Bamford’s book “Body of Secrets” in 2001 and the declassified memo can be accessed with this link http://tinyurl.com/oy94kn7
